It seems that everyone nowadays wants the most tactical looking gear/bags that they can find. Even going out of their way to be as tactical looking as possible. And there are so many companies making non-tactical looking tactical gear.

But why as a civilian would anyone want that? This is what confuses me. Isn’t the whole idea NOT to draw unneeded attention to oneself? If so why not go as covert as possible instead of being a Mark or wearing a billboard that says “look at me, I’m carrying”. Is it because it looks cool or you like attention? Please help me here. I honestly don’t understand the advantage of a civilian in tactical gear.
