2XCR123 vs 1X18650 performance? Just checking my facts

Hi Guys

I just have a few questions about these batteries in torches that can take both setups

1) Brightness. Am I correct in saying that 2 CR123’s (6v) will not make the torch brighter than a single 18650 (about 4v) due to the regulation circuit?
(someone on USN said other wise on a Klarus XT11)

2)I was told a single 18650 last longer than 2 X CR123’s. Is this true and whatever the answer, how/why?
