Belt on Belt

Hi,

sorry for the title but i don’t know how to call it.

I have for example a Maxpedition M-1 Waistpack and have the problem that i don’t know whats the best way to wear it.
At work i wear cargo pants and a normal leather belt to hold the pants in place 
The problem is that if i put the belt through the M-1 behind the loop on my right side it’s hard to reach the M-1 to get stuff out of it.
So the best option would be a belt that does not go through the loops on my pants so you can move the items on the belt around.
The problem that i see is that it’s maybe uncomfortable cause the second belt will squeeze on the buckle of my pants holding belt 

So i wonder how other people handle this?
