Can I charge a smartphone with another smartphone?

1. If I carry two Android smartphones, can I use one of them, to charge the other? This could be useful in case of a drained battery.

2. Do I need an app or extra hardware accessory for that, other than a connecting electrical cable?

3. Same questions for a smartphone, connected to a simple non-internet cellphone.
