Hinder Investigator bullet end issue?

Just wondering if other peoples bullet at the end of the investigator are as rough as mine. There is also a small piece on the end that screws into the pen that seems somewhat odd. Almost as if after it was made it was broken off the larger piece it was originally made of. The rest of the pen is really smooth except for this one part. Here are pictures to show what im talking about.
