Lithium Ion Batteries Help

I am not sure if this where to ask this question. If not, Mods feel free to move it wherever it needs to go.

I have a couple of batteries that have not been charged in a while and when I put them on the charger they will not charge. I have three batteries total and the third on charges fine ( I use it the most) but both the others will not charge for some reason. I got to wondering if maybe these batteries had went to sleep.

I don’t think both batteries would go bad at the same time and they were charging fine and are mostly new they jut haven’t been charged in about a year.

Does anyone know how I might be able to “safely” awaken these batteries and has anyone else ran into this kind of issue before. All battery knowledge is welcome.
