Plz help me paint my knife (handle)

Hi, a long time age I bought one lightning otf. It is a cheap knife, I know, but it’s fun. I bought a black one, and I knew that it would lose its paint with time.
So I bought a spray paint and painted it in black again.
But this time the paint weared off much quickly!
I did it again painting 2 times to help it fix it, but didn’t worked.

Here in my country it is very hard to find tools and materials and I couldn’t find a primer.

So I decided to remove all the paint and leave it metallic but I couldn’t remove all the black paint and it’s awful.

Then I decided to just wrap it in black electric tape, which looked ok, but after some time (longer than the paint) the glue of the tape began to wear off and the handle was covrred in glue.

So, I don’t know what to do. I’m thinking in trying to remove all the paint with oven cleaner. If it still looks ugly, without shine, I may wrap in electric tape again and keep it that way.

But what I really wanted was painted in black. Any advice?
