Waterman Phileas?

I’m moving in a few weeks and I’m having to dig deeply into the pile of old ‘toys’.

I just pulled out a pen I picked up when I wanted to try fountain pens. The only thing I remember about it is buying it here in Ottawa.
I’m hoping someone can help me positively ID it so I can add it to my for sale thread.
Under the presentation flap there’s a refillable vial with a screw-plunger thing and a Waterman booklet.

I’d be happy to provide any other details I can.
